
Policy and Diplomacy Lead
The advertised position is with the Global Offshore Wind Alliance (GOWA) Secretariat, hosted by Concito, and will be based in Copenhagen. The successful candidate will work closely with the Head of Secretariat to drive the Alliance’s policy and diplomatic engagement work, developing strategies to engage existing and prospective government members of GOWA and accelerate offshore wind deployment as a key pillar of the clean energy transition.

Founded by the Government of Denmark, the International Renewable Energy Agency (IRENA), and the Global Wind Energy Council (GWEC), GOWA aims to build political momentum and foster international cooperation to scale offshore wind as a key solution for clean, secure, and affordable energy. Key responsibilities:
- Work with the Head of Secretariat on the development and execution of GOWA’s global policy and diplomacy strategy and agenda.
- Lead the development of work programs. Plan and implement policy-related projects and manage project deliverables, project scopes, timelines, and budgets, ensuring successful execution and reporting.
- Develop strategy for GOWA’s efforts to make progress on offshore wind acceleration through international diplomatic events and opportunities e.g. UNGA, G7, G20 and COP.
- Draft presentations, policy briefs, speaking notes and input into reports.
- Provide substantive support to GOWA Steering Group meetings, as well as to broader consultations and stakeholder meetings. This will include preparing agendas, drafting briefing materials, and developing presentations.
- Monitor political and policy trends and legislative developments impacting offshore wind.
- Work closely with the communications team to develop messaging for policy advocacy campaigns.
- Perform other duties as assigned.
Who we are looking for:
We are looking for a self-starter with demonstrated experience working internationally and engaging government stakeholders. You will need to be able to think creatively to build diverse coalitions and develop effective influencing strategies to accelerate offshore wind deployment. You will be part of a small yet dynamic, mission-driven international team within the GOWA Secretariat.
Essential experience:
- At least 7 years of experience in policy advocacy, government affairs, or international relations within the energy or climate sector.
- Demonstrated experience of developing and delivering work programme and/or project.
- Proven ability to develop and implement effective policy strategies and campaigns.
- Experience of engaging with governments, and/or multilateral institutions.
- Excellent written and verbal communication skills, with the ability to produce compelling policy documents and advocacy materials.
- Strong project management skills, including budget oversight, reporting, and stakeholder coordination.
- Ability to work independently while collaborating effectively in a multidisciplinary, global team.
- Bachelor's or Master’s degree in public policy, political science, law, environmental studies, energy policy, or a related field.
- Fluent in English written and spoken
- A positive, can-do attitude and agility to work in a small team
Desirable experience
- Understanding of offshore wind, its’s policy frameworks, regulatory environments, and global energy markets.
- Experience working on energy transition and climate issues.
- Proficiency in another language is an asset.
Location
The role is full-time and based in our offices Copenhagen. It will require flexibility and may on occasions require work out of hours and travel overseas. GOWA will require candidates to demonstrate that they have the right work in the office location in Copenhagen, Denmark.
GOWA is unable to provide any relocation assistance to candidates who would need to move to take up this position.
